Training for Jobs in High Demand

Governor Sam Brownback of Kansas is implementing a program that will provide scholarships to high school students to earn technical training and certifications in high need occupations. The scholarships will allow students to attend courses at no cost if the courses lead to a professional certification in a job skill designated as a high need area, as determined by the Kansas Department of Labor, Department of Education and the Kansas Board of Regents. The occupations eligible for the scholarships are exactly the type of blue collar jobs that politicians claim to want to create: automotive technicians, electricians, plumbers, carpenters and a number of others.

The program also provides cash incentives for school districts to enroll students in the courses. Participating high schools will receive a $1,000 cash payment for every certificate the is earned by a student. This program a.) provides a high ROI because it provides employable workers in areas of high need, b.) provides incentives to students c.) provides incentives to school districts and d.) aligns the interests of the business, government, secondary and post-secondary educational institutions. For those the believe that parties cannot work together to solve problems, the bill authorizing the program passed unanimously.
